  4.     The rhetoric from the International Monetary Fund and the World
  5. Bank last week was unequivocal. Declaring debt relief for the Third
  6. World to be a "matter of urgency," the two agencies put their
  7. support behind the plan proposed last month by U.S. Treasury
  8. Secretary Nicholas Brady. His program calls for a gradual reduction
  9. in the $350 billion owed to commercial banks by the 15 largest
  10. borrowers.

  12.     Under the relief plan, borrowers could exchange current loans
  13. for new ones that would be smaller in principal or would pay lower
  14. interest rates. To give bankers an incentive to accept such
  15. arrangements, the IMF and the World Bank are debating whether to
  16. provide partial guarantees for some of the borrowers' interest
  17. payments.
